"Van parking only" consisting of two (2) parking spaces shall be established at the senior citizens' center in the 700 block of West Adams Street in the City. The parking spaces shall be located on the north side of West Adams Street and shall be the first two (2) parking spaces immediately west of the northwest corner of the intersection of West Adams Street and Shumway Street. Such spaces shall be clearly marked "Van Parking Only". No person shall park his vehicle on said "van parking only" areas unless said person is driving a senior citizens' van or other vehicle which transports senior citizens to and from the senior citizens' center.
