A. Alley: Except as hereinafter provided, parking of all motor vehicles is prohibited upon and along the east-west alleyway located between North Washington Street and North Main Street and between West Main Cross Street and West Vine Street in the city. This subsection is to be strictly construed and, thereby, does, in particular, prohibit parking of any part of any motor vehicle, including such part thereof as may overhang or otherwise extend beyond the vehicle wheels, upon any part or portion of said alleyway. The city authorities shall establish a demarcation line in marking the boundary between the south line of the alleyway and adjacent private property for purposes of enforcement of the provisions of this subsection.
Parking in said east-west alleyway is permitted for purposes of loading and unloading motor vehicles to the extent reasonably required in servicing the needs of the residents and business establishments adjacent thereto; provided, however, that in no event shall a motor vehicle be permitted to block or otherwise obstruct ingress and egress to and travel through said alleyway. B. Bus Loading: A space in the street parallel with the curb and thirty five feet (35') in length from the property line of the intersecting street is hereby designated and reserved as a place for buses being operated to stop for the purpose of loading and unloading passengers without interfering with the regular street traffic at each of the following places:
