It shall be unlawful for any person to be intoxicated from alcoholic beverages and/or from any illegal drugs or contraband in, at, on, or about any city street, highway, roadway, easement, alley, sidewalk, boulevard, right of way, or any other public place within the city. For purposes hereof, "public place" shall mean and include any premises of any kind, nature or extent whatsoever within the city that is regularly available to or frequented by members of the general public, except for any premises where alcoholic liquor is served for consumption on such premises pursuant to a liquor license issued by the city.
