It shall be unlawful to possess alcoholic or intoxicating beverages in opened containers in any public park, on any public street or sidewalk or in any place of amusement or area or other place open to the public other than in a public place licensed to sell such beverages for consumption on the premises or other than at or within a designated site or location for a specific event for a specific date or dates as authorized under a class L "special use permit" license issued under section 3-3-5 of this code.
