A. It shall be unlawful to operate or allow any vehicle to remain upon any street in such a manner as to form an unreasonable obstruction to the traffic thereon.
B. No person shall unnecessarily hinder, obstruct or delay or unnecessarily attempt to delay, hinder or obstruct any other person in lawfully driving or traveling along or upon any street, highway or road within this city so as to interfere with the effective movement of traffic.
C. Any person found guilty of violating this section shall be fined an amount of not less than two hundred fifty dollars ($250.00) nor more than seven hundred fifty dollars ($750.00) for the first offense, an amount of not less than five hundred dollars ($500.00) nor more than seven hundred fifty dollars ($750.00) for the second offense, and seven hundred fifty dollars ($750.00) for the third offense and any subsequent offenses.
