It shall be unlawful for any person in the city to be found loafing or loitering at the corners of streets or in the vicinity of any place of amusement, hotel or other business place or private premises and to refuse to disperse or vacate such place when requested to do so by any person in possession of any portion of the premises who is annoyed or aggrieved thereby or by any police officer.
