It shall be unlawful for any person to knowingly start a fight or to fight or to commit any assault or battery while in or within or at or on or about: a) any city street, highway, roadway, easement, alley, sidewalk, boulevard, right of way; or b) Lake Taylorville; or c) any city property; or d) any public place within the city.
For purposes hereof, "public place" shall mean and include any property or premises of any kind, nature or extent whatsoever within the city that is available to or frequented by members of the general public either in person or while wholly or partly in or within or at or on or about any vehicle or property of any kind, nature, or extent whatsoever.
