5-1-4: APPOINTMENTS AND PROMOTIONS:
   A.   Appointments to and promotions within the City's Police Department, except for the Chief of Police, shall be based on ability and qualifications and made from a list of eligibles certified by the Board of Police and Fire Commissioners of the City of Taylorville, State of Illinois, in accordance with such board's rules and regulations.
