4-3-7: REGULATION OF DEPOSIT OF GARBAGE AND REFUSE AT STREET DEPARTMENT FACILITY:
   A.   Except as otherwise provided herein, and subject to the rules and regulations set forth in this section, any bona fide City resident is permitted to deposit such City resident's residential household garbage and refuse in the designated receptacles located at the street department facility at 205 North Cherokee Street, in Taylorville, Illinois, from seven o'clock (7:00) A.M. to three o'clock (3:00) P.M., Monday, Wednesday, Friday, and Saturday of each week during which said street department facility is open for business. Dumping is not allowed on these days when the trash container is too full as determined by the attendant on duty or when the trash container has been removed by the disposal company to empty and return. Contractors shall not be allowed to use this garbage and refuse service. Any resident wishing to deposit household garbage and refuse in the designated receptacles located at the street department facility as otherwise set forth herein, shall pay the following fees: one dollar ($1.00) for each individual plastic trash bag deposited; and two dollars ($2.00) for each mattress or box spring or carpet roll deposited; and five dollars ($5.00) for each item of furniture or large item or large article deposited.
   B.   Furniture, overstuffed chairs, couches, mattresses, box springs, and carpet (if rolled and secured) will be accepted for deposit subject to the aforesaid applicable fee for each such item.
   C.   The following items shall not be accepted for deposit in the dumpsters and not accepted at the street department facility: televisions, lumber, drywall, pallets, shingles, bricks, concrete or any other construction or building materials or waste, paint, used oil, gasoline, petroleum products, hazardous wastes, tires, or railroad ties.
   D.   Shrubs, vegetation, trees, bushes, large and small twigs, limbs, grass, leaves, weeds, and small garden or flower plants will be accepted in the yard waste bin at no charge.
   E.   Scrap metal will be accepted in the scrap metal bin at no charge. However, no appliances containing or having contained freon, including, but not limited to, refrigerators, freezers, air conditioners, etc., will be accepted.
   F.   All residential household garbage and refuse acceptable for deposit shall be contained within plastic trash bags (securely closed) and no such loose garbage and refuse shall be accepted.
   G.   Such permitted garbage and refuse shall be deposited by such city resident in the appropriate designated receptacles at such street department facility.
   H.   Any person desiring to deposit such permitted garbage and refuse shall submit proof to the city's attendant at such street department facility that such person is a city resident. Such proof shall consist of a current driver's license exhibiting a current city residence, or a current city residential real estate tax bill.
   I.   There shall be no refunds given to any persons who previously purchased any garbage and refuse stickers from the city.
   J.   Any person violating any of the provisions of this section shall, for each offense, be punished and fined as provided in section 1-4-1 of this code.
