4-3-6: FORBIDDING SCAVENGING AND DUMPING AT ROLL-OFF BOX SITES:
   A.   Definitions:
   ILLEGAL DUMP OR ILLEGAL DUMPING: The placement of any solid waste (which is not an approved recyclable) in or around the site of any roll-off container provided by the county of Christian for recycling activities or any recycling container approved by the city.
   RECYCLABLE(S): Any of the following: "PETE", "HDPE", aluminum, bimetal cans, tin/steel cans, newsprint, corrugated cardboard, clear glass and brown glass or any other recyclable materials approved by the city.
   ROLL-OFF CONTAINER: That container provided by the county of Christian and the state of Illinois, department of energy and natural resources for the collection of recyclables and/or any recycling container approved by the city; and the site upon which it is placed in Taylorville, Illinois.
   SCAVENGE OR SCAVENGING: To collect, obtain, possess or pick up any recyclable item from within the roll-off containers or from the site of the roll-off containers.
   SOLID WASTE: All materials other than the recyclables defined herein.
   B.   Enforcement:
      1.   Scavenging: It shall be a violation for any person or persons to scavenge any recyclable or recyclables from the roll-off containers or from the site of the roll-off container.
      2.   Illegal Dumping: It shall be a violation for any person or persons to illegally dump in any roll-off container or on the site of any roll-off container.
      3.   Notice: Those recyclables which are accepted for deposit shall be clearly marked on or near the roll-off container and "no dumping" signs shall also be posted.
   C.   Hours Of Operation: The hours of operation of the roll-off container and site shall be as determined by the Taylorville city council from time to time. (Ord. 2539, 3-21-1994)
