4-3-3: PROHIBITED DEPOSITS:
   A.   No garbage, refuse, trash, or litter shall be deposited in any street, roadway, sidewalk, alley, or public way, excepting as is provided in this chapter. Notwithstanding section 4-3-8 of this chapter, any person found guilty of violating this section shall be fined an amount of not less than two hundred fifty dollars ($250.00) nor more than seven hundred fifty dollars ($750.00) for the first offense, an amount of not less than five hundred dollars ($500.00) nor more than seven hundred fifty dollars ($750.00) for the second offense, and seven hundred fifty dollars ($750.00) for the third offense and any subsequent offenses; and in addition to said fine and not in lieu thereof, the offending party shall be ordered to perform some reasonable public service work such as, but not limited to, the picking up of litter in public parks, along public highways, around the downtown square area or the maintenance of public facilities. A separate offense shall be deemed committed each time garbage, refuse, trash, or litter is deposited in violation of this section. (Ord. 3169, 4-19-2004)
   B.   It shall be unlawful for any person to dump or deposit or cause to be dumped or deposited any grass, leaves, branches or any other things in the roadway or gutter of any public street in the city. (1979 Code § 24-4-22)
   C.   It shall be unlawful for any person to deposit anywhere in the city any uncovered piles of garbage, offal or carcasses of dead animals; such refuse shall not be burned or buried within the city. (1979 Code § 16-3-5)
