4-3-2: STORAGE OF GARBAGE AND REFUSE:
   A.   Receptacles:
      1.   It shall be the duty of every owner or his agent or occupant of any house, building, flat or apartment or tenement in the City where people reside, board or lodge or where animal or vegetable matter is prepared or served, at all times, to maintain in good order and repair a separate can for garbage and a separate receptacle for tin cans, bottles, ashes and similar refuse; it shall be the duty of every such occupant to deposit nothing but garbage or paper in the container provided for the same and nothing but tin cans or bottles in the receptacles provided for the same.       2.   A receptacle for ashes, tin cans and bottles shall be either of metal, wood or cement, and such receptacle shall have a capacity of not less than ten (10) gallons. No hot ashes shall be placed in any such receptacle. (1979 Code Ch. 16, Art. II, § 3)
   B.   Wrapping Garbage: It shall be the duty of every occupant to adequately wrap all garbage before placing same in a watertight container provided for the same. All garbage shall be wrapped in a watertight container to prevent any leakage. (1979 Code Ch. 16, Art. II, § 2)
