1-4-5: PROSECUTOR'S FEE/ATTORNEY FEES AND COSTS:
   A.   Pursuant to 55 Illinois Compiled Statutes 5/4-2002(b), the city shall be entitled to a twenty five dollar ($25.00) prosecution fee for each conviction for a violation of a city vehicle ordinance or nontraffic ordinance which results in a finding of guilt before a circuit or associate judge or in which a defendant has stipulated to the facts supporting the charge or finding of guilt and the court has entered an order of supervision. Such prosecutor's fee shall be taxed as costs to be collected from the defendant upon disposition of the case. The city shall have a lien for such prosecution fees on all judgments or fines procured by the city attorney from prosecutions for violations of the Illinois vehicle code and city vehicle ordinances or nontraffic ordinances.
   B.   A default in the payment of any fine or penalty or any installment of a fine or penalty may be collected by any means authorized for the collection of monetary judgments. The city attorney may retain attorneys and private collection agents for the purposes of collecting any default in payment of any fine or penalty or installment of that fine or penalty. Any fees or costs incurred by the city with respect to attorneys or private collection agents retained by the city attorney shall be charged to and paid by the offender 1 (i.e., the person who owed such fine or penalty or any installment of a fine or penalty).
