(A) The Mayor or Town Manager is authorized to implement Stage IV (Water Rationing) when the town’s water supply situation deems necessary. The Mayor or Town Manager is further authorized to terminate Stage IV (Water Rationing) based upon a change in the town’s water supply situation. The order to implement or to terminate Stage IV (Water Rationing) shall be made by public announcement, shall be published at least one time in a newspaper of general circulation in the town, and shall be forwarded to each member of the Town Board of Commissioners.
(B) The order of the Mayor or Town Manager under this section shall:
(1) Alert the public of water rationing.
(2) Inform the public of a state of water emergency.
(3) Ban all non-essential water use as defined in § 53.03.
(4) Begin mandatory allocation of water, which may include temporary disconnection of water to non-residential users.
(5) Immediately reduce water usage by at least 25%.
(6) Require all bulk water customers to implement water rationing policies.
