A person who knowingly or intentionally violates or causes the violation of any restriction or prohibition on the use of water or related activities contained in the following stages of water conservation orders shall be punished as shown for each stage:
(A) Stage I (Voluntary Conservation) - No penalty.
(B) Stage II (Mandatory Conservation) - Warning for first violation; $100 fine for second violation; additional $200 fine for each violation over three.
(C) Stage III (Emergency Restrictions) - $100 fine for first violation; $200 fine for second violation; additional $300 fine for each violation over three.
(D) Stage IV (Water Rationing) - $300 fine for first violation; $400 fine for second violation; additional $500 for each violation over three.
