§ 53.03 STAGE II (MANDATORY CONSERVATION).
   (A)   The Mayor or Town Manager is authorized to implement Stage II (Mandatory Conservation) when the town’s water supply situation deems necessary. The Mayor or Town Manager is further authorized to terminate Stage II (Mandatory Conservation) based upon a change in the town’s water supply situation. The order to implement or to terminate Stage II (Mandatory Conservation) shall be made by public announcement, shall be published at least one time in a newspaper of general circulation in the Town, and shall be forwarded to each member of the Town Board of Commissioners.
   (B)   The order of the Mayor or Town Manager under this section shall:
      (1)   Issue a water shortage alert to the public.
      (2)   Inform the public of the water shortage.
      (3)   Establish water conservation goals.
      (4)   Ban all non-essential water use, including:
         (a)   Watering of lawns, shrubs, trees, ornamental plants, etc. except by use of hand held containers, including a watering can or bucket.
         (b)   Washing of outside areas such as driveways, carports, outbuildings, etc.
         (c)   Residential washing of vehicles including RVs and ATVs.
         (d)   Filling of pools of any size or type, including “kiddie” pools.
         (e)   Operation of ornamental pools, ponds, or fountains.
         (f)   Taking water from a hydrant for any reason other than fire protection.
      (5)   Assist commercial and industrial users in identifying methods to conserve as much water as possible.
      (6)   Require all bulk water customers to implement mandatory water conservation policies.
