§ 53.04 STAGE III (EMERGENCY RESTRICTIONS).
   (A)   The Mayor or Town Manager is authorized to implement Stage III (Emergency Restrictions) when the town’s water supply situation deems necessary. The Mayor or Town Manager is further authorized to terminate Stage III (Emergency Restrictions) based upon a change in the town’s water supply situation. The order to implement or to terminate Stage III (Emergency Restrictions) shall be made by public announcement, shall be published at least one time in a newspaper of general circulation in the town, and shall be forwarded to each member of the Town Board of Commissioners.
   (B)   The order of the Mayor or Town Manager under this section shall:
      (1)   Issue water shortage emergency statement to the public.
      (2)   Inform the public of a water emergency.
      (3)   Set aggressive water conservation goals.
      (4)   Ban all non-essential water use as defined in § 53.03.
      (5)   Monitor all water related activities, especially with compliance and bans.
      (6)   Require all commercial and industrial users to identify methods to conserve as much water as possible.
      (7)   Require all bulk water customers to implement emergency water restrictions.
