(A) For the purpose of this section the following definitions shall apply unless the context clearly indicates or requires a different meaning.
(1) "MINOR." Anyone under 18 years of age. ('78 Code 1010.3, § III (c))
(2) "TOXIC GLUE." Any glue, adhesive cement, muscilage, plastic solvent, or other material containing toluene, acetone, xylene, butyl, hexane, tricresyl phosphate, or other toxic ingredients, including but not limited to those having the property of releasing toxic vapors. ('78 Code, 1010.3, § I (a))
(B) No person shall, for the purpose of violating or aiding another to violate any provision of this section, intentionally possess, buy, sell, transfer possession, or receive possession of toxic glue. ('78 Code, 1010.3, § I (b))
(C) No person shall, for the purpose of causing a condition of intoxication, euphoria, exhilaration, elation, stupefication, or in any other manner changing, distorting, or disturbing the eyesight, thinking process, judgment, balance, or coordination of such person, intentionally smell, inhale, or otherwise induce into his respiratory system or circulatory system the vapors from any toxic glue. This section shall not apply to the inhalation of any anesthesia for medical or dental purposes. ('78 Code, 1010.3, § II)
(D) No person under 18 years of age shall possess or buy any toxic glue except as provided in divisions (D) (3) and (E) below.
(1) Consent of the parent or guardian as provided for in division (D) (3) below must be in writing and signed by the parent or guardian.
(2) Consent of the parent or guardian as provided for in division (D)(3) must state the purpose for which the glue is being purchased.
(3) Where a minor has in his possession and exhibits written consent of a parent or guardian, the minor may purchase or be allowed to possess toxic glue for the purpose of model building or other lawful use.

(E) Any person, firm, or corporation making a sale or transfer of possession of toxic glue to a person under 18 years of age, who exhibits the written consent of his parent or guardian, shall record the name, address, sex, and age of the minor, and the name and address of the consenting parent or guardian. All data required by this section shall be kept in a permanent record available for inspection by the Chief of Police, and other appropriate officials for a period of at least two years from the date of such sale or transfer of possession.
