No person shall use or possess with intent to use, any drug paraphernalia as defined by KRS 218A.500 for any of the purposes described in KRS 218.500 (2), unless he is a manufacturer, wholesaler, or retailer of surgical or medical instruments; the owner of a pharmacy or a pharmacist; a doctor, nurse, or other person authorized to administer or possess dangerous drugs as defined in KRS Chapter 218A; or is a person for which the use of dangerous drugs has been prescribed by a doctor.
