§ 71.41 PERMIT REQUIRED.
   (A)   No person or persons shall engage in, participate in, aid,
form, or start any parade unless a parade permit has been obtained from the City Commission, the Chief of Police, or any other authorized city official.
   (B)   This subchapter shall not apply to:
      (1)   Funeral processions; or
      (2)   A governmental agency acting within the scope of its functions.
