Any owner or occupier of residential premises who is liable for the charges set forth in Sections 925.01 or 925.02 hereof, who is receiving a homestead exemption in any amount pursuant to Ohio R.C. Chapter 323, shall, upon the presentation of the certificate of reduction from the County Auditor, be entitled to a reduction in the charges set forth in Sections 925.01 or 925.02 hereof as follows:
