There shall be deposited with the City not less than one hundred dollars ($100.00) guaranteeing that the requirements of Sections 913.01 and 913.02 will be satisfied at the time of application for a building permit. The sum of one hundred dollars ($100.00) shall be returned to the applicant when the requirements of those sections have been met, and when such compliance has been approved by the Service Director in writing.
