No person, firm or corporation shall commence construction of any building or residence, retail or commercial or any type whatsoever, until an approach has been constructed from the improved portion of the roadway to the property line by the application of not less than six inches of three-fourths inch to one and one-fourths inch washed gravel placed on the roadway between the improved portion and the property line, unless the placing of such gravel is patently unnecessary, in which case the Service Director may waive this requirement in writing.
