The bond or deposit posted in accordance with Section 905.04 shall be returned to such person, firm or corporation when the Service Director has certified to the Director of Finance that the street, highway, alley, sidewalk or public way has been restored to its original condition, including the grades previously established or such new grades as may be lawfully established.
