(a) Business License Required. No person shall engage in or carry out the business of operating a massage establishment not exempted by Section 749.03 below unless he has a valid massage license issued by the City pursuant to the provisions of this chapter for each and every separate office or place of business conducted by such person.
(b) Massotherapist Permit Required. No person shall practice therapeutic massage as a massotherapist, employee or otherwise, unless he/she has a valid and subsisting massotherapist license issued to him/her by the State pursuant to the provisions of the Ohio Revised Code Chapter 4731, governing the limited practice of medicine.
