Property from which buildings are removed shall be left in a clean and orderly condition, satisfactory to the Refuse Department Superintendent; and on failure of any person to leave property in a clean and orderly condition, the Superintendent is authorized to place same in proper condition at the expense of the permittee and such expense shall operate as a forfeiture of bond hereinafter provided or such portion thereof as may be necessary.
