No person engaged in moving buildings or other structures from one part of the city to another shall cut or otherwise interfere with any telegraph, telephone, trolley or other electric wires for the transmission of power or the poles, guys or anchor posts thereof in the city; and any violation of this provision is hereby declared to be an infraction.
