The purpose of this title is to promote the public health, safety, and welfare by the adoption of minimum building and construction standards to be required and enforced throughout the incorporated territory of the City of Taft. The purpose is not to create or otherwise establish or designate any particular class or group of persons who will, or should be especially protected or benefitted by the terms of this Code.
