4-19-25: CARRIER RESPONSIBILITY:
It is unlawful for any "carrier", as defined in section 4-19-1 of this chapter to permit the operation of any vehicle governed or affected by this chapter by any person other than a holder of a driver's permit as required by section 4-19-28 of this chapter. (Ord. 710-04, 4-20-2004)
