It is hereby declared to be a nuisance and it shall be unlawful for any person to erect, possess, or maintain at or upon any premises, owned, controlled or occupied by him, in the city, any chicken or pigeon coop, pen or yard, goat pens, cow barn, horse stable, manure pile or any buildings or yard or court of same, any cellar, basement, vault, cesspool, drain, sewer, plumbing fixtures, garbage or trash receptacle in a foul, obnoxious or filthy condition, that will contribute to or cause foul odors, breeding of flies, or any filthy condition that is or may become detrimental to public health, life or safety.
