No unclaimed dog or cat shall be released for adoption without being sterilized or without written agreement from the adopter guaranteeing that such animal will be sterilized within thirty (30) days for adults and specified date in the contracts for pups and kittens. A deposit fee for cats and dogs will be established by resolution of the city council and must be paid at the time of adoption.
