(A) There is hereby established the Swansboro Parks and Recreation Board, hereafter referred to as the Parks and Recreation Board, to consist of seven at-large members, to be appointed by the Board of Commissioners of the town. Those persons sitting as members of the existing Parks and Recreation Board shall continue to serve out the terms to which they have been appointed. Thereafter, the terms shall continue to be staggered. Members appointed to fill a vacancy shall be appointed to serve the remainder of the vacated term. A Board member may continue serving until his or her successor is appointed.
(B) The Parks and Recreation Board shall have the authority to amend its organizational procedures and by-laws subject to the Board of Commissioners review for comments at any time by an affirmative vote of the members of the Parks Board, provided such amendment shall have first been presented to the membership in writing at a regular or special meeting.
(C) A majority of the membership constitutes a quorum.
(D) The purpose of the Parks and Recreation Board is to continually determine and assess the recreational needs and interest of the citizens of the town and its immediate surrounding area, to develop and implement a master recreation plan and to ultimately provide an adequate system of park facilities and recreational programs for all age groups within our community.
