§ 30.53 COMMITTEE MEETINGS.
   (A)   The Committee shall have a regularly scheduled meeting not less than quarterly at a date set by a majority of the members of the committee with notice of not less than five days to all Committee members. Public notice of meetings shall be posted at least 48 hours prior to the meetings. Department heads will attend but employees will only be required to attend in the event a Commissioner finds their presence to be necessary.
   (B)   Either of the Committee Commissioners may call a meeting upon giving three days notice to the other members of the Committee. Public notice of meetings shall be posted at least 48 hours prior to the meetings.
   (C)   Any action or recommendation proposed must be approved by a majority vote of all Committee Commissioners.
   (D)   Regular reports of the Committee meetings shall be made to the full Board of Commissioners by the recording secretary at the next regularly scheduled meeting of the Board. Any report covering information which would normally be discussed in executive session as provided in the state Open Meetings Law will be provided only during an executive session.
   (E)   No action by a Committee shall be taken that would normally be subject to a vote by the full Board of Commissioners. However, the Committee may study a situation, gather information and present a recommendation or report to the Board at the next regularly scheduled or called meeting.
