At the hour appointed for the meeting of the Board, the Mayor, or in his absence the Mayor Pro Tem, shall take the chair and preside and shall order a call of the members by the Clerk, who shall note those present and absent. The presiding officer shall preserve order and decorum and shall decide all questions of order, subject to the right of appeal by any member to the full Board.
