Not withstanding any other provision of this code to the contrary, no animal except for appropriately restrained seeing-eye dogs, shall be permitted in the event or festival area as set out in the permit issued pursuant to this subchapter unless the animal is part of a bona fide exhibit being operated at the event or festival.
