The Chief of Police shall not issue a permit for the proposed parade if he finds any of the following:
(A) The parades, picket lines or group demonstrations are to commence before 6:00 a.m. or terminate after 5:00 p.m.;
(B) The parades or group demonstrations are to be held at the same time and place as those designated in a permit issued pursuant to a written application previously received by the Chief of Police or designee;
(C) The conduct of the parade will substantially interrupt the safe and orderly movement of other traffic contiguous to its route;
(D) The concentration of persons, animals and vehicles at assembly points of the parade will substantially interfere with adequate fire and police protection of, or ambulance service to, areas contiguous to the assembly areas;
(E) The conduct of the parade is reasonably likely to result in violence to persons or property causing serious harm to the public;
(F) The parade is to be held for the primary purposes of advertising a product, good or event, and is designed to be held primarily for private profit;
(G) The conduct of the parade will interfere with the movement of firefighting equipment to such an extent that adequate fire protection cannot be provided to the town.
