No person may move a house along or over the streets, sidewalks or other public ways of the town without first being licensed as a house mover by the North Carolina Department of Transportation or its successor agency as provided in G.S. Ch. 20, Art. 16 as it presently exists or shall be hereafter amended. Provided, however, that a license shall not be required for individuals moving their own buildings from or to property owned individually by those persons. This subchapter shall not relieve an individual of the requirement of obtaining a permit as hereinafter provided, nor shall it relieve an individual of the requirement that the applicant prove its financial responsibility as hereinafter provided.
