It shall be unlawful to abandon any vehicle coming under the provisions of this chapter within the town; and no person shall leave or allow to remain any abandoned, junked or otherwise discarded vehicle on property under this control. Violation of this section shall be a misdemeanor punishable by fine or imprisonment, or both; provided, however, that no person controlling privately-owned property shall be criminally liable for the abandonment of motor vehicles thereupon by others.
