(A) The Public Utilities Superintendent shall be designated as the Administrative Authority and shall have operational control of and responsibility for the water and sewer system of the town under the general supervision of the Town Manager.
(B) Duly authorized employees and representatives of the town, bearing proper identification, shall be permitted to enter upon all properties for the purpose of inspection, observation, measurement, sampling and testing, in accordance with provisions of this chapter.
