A schedule of charges and fees shall be adopted by the town which will enable the town to comply with the revenue requirements of the State Clean Water Grant Program, Pub. L. 92-506, Pub. L. 95-217, and which will distribute the cost of operation, maintenance and debt service of treatment works to each user in proportion to the user's contribution to the total waste loading of collection and treatment works. The charges and fees shall be determined in a manner consistent with the regulations of the grant programs that have benefitted the town and its industrial users. All industries using the town's treatment works are subject to Industrial Waste Surcharges on discharges whose characteristics exceed the limits set out in § 52.096 for certain pollutants.
