(A) Mandatory permits. Each discharger of industrial wastewater must obtain a wastewater discharge permit before connecting to or discharging into a sanitary sewer. Each currently connecting industry must obtain a wastewater discharge permit within 90 days after being so directed by the town.
(B) Optional permits. The town may issue a wastewater discharge permit to any user, upon application, in accordance with the terms of this section in the following category: Any user whose wastewater strength is less than the normal range for the user classification to which he is assigned because of pretreatment, process changes or other reasons.
