It shall be unlawful for any person to maliciously, willfully or negligently break, damage, destroy, uncover, deface or tamper with any equipment or material belonging to the town used for the purpose of making tests or examination that has been left upon the premises of a person discharging wastes into the wastewater system; to remove, damage or interfere with the functioning of any pipe or main, manhole, manhole cover, building, apparatus or equipment used in the collection, conveyance or treatment of wastewater or industrial wastes; to place or cause to be placed in any manhole or sewer pipe or main, any material which results, or is likely to result in, the stopping or obstruction of the normal flow of sewage or wastes.
