No person shall discharge any substances directly into a manhole or other opening in a sanitary sewer other than through an approved building sewer, unless the user has been issued a permit by the town. If a permit is issued for a direct discharge, the user shall pay the applicable charges and fees and shall meet the other conditions necessary to properly treat this discharge as required by the town.
