(A) The procedures and standards for the traffic impact study are set forth in § 152.313. A traffic impact study shall be prepared and “sealed” by a “registered” NC professional traffic engineer, other than the Town’s Traffic Engineer, with previous traffic study experience. The qualifications of the preparer may be discussed at or prior to this meeting. The traffic impact study will be reviewed and approved by the town’s Traffic Engineer. All costs shall be borne by the applicant,
and/or petitioner.
(B) Prior to the preparation of a traffic impact study, a scoping meeting with the planning staff, town’s Traffic Engineer, the applicant, and the preparer of the study shall be held. The purpose this meeting is to establish, at a minimum, the following metrics: the study area, planned and committed roadway
(by NCDOT or others), road sections/intersections to be analyzed, projected trip generation, preliminary traffic distribution, other planned
to be considered, traffic growth rate, available traffic data, periods for which analysis is to be performed, and other staff concerns. Final
of each traffic impact study’s scoping metrics will be made by the town’s Traffic Engineer.
