(A) The provisions of this chapter shall be enforced by the inspection of property and by the observance of those persons who are seen to violate any of the provisions contained herein. The Public Works Director is empowered to issue letters of warning. When voluntary cooperation cannot be secured, the Police Department shall issue written citations. Citations may be delivered by enforcement officials in person to the violator or mailed registered mail (return receipt requested) to the person so charged, if he or she cannot be readily found. Any citation of violation, so delivered or mailed shall direct the alleged violator to appear in Magistrate Court on or before a specific day or hour named in the citation. The period so specified shall not be less than 72 hours after its delivery to the violator.
(B) In all instances where the enforcement agency determines a first offense violation of this chapter has taken place, a written notice or warning citation shall be issued by the enforcement agency for each such violation, stating therein the violation found, the date and time of such violation and the corrective measures to be taken, together with the time in which the corrections shall be made. All the notices and warning citations shall be kept in a clearly marked file and shall be available for public inspection during regular business hours.
(C) If a violator of the provisions of this section does not respond to the notice or citation at or before the date and hour named, a complaint will be filed and a warrant of arrest issued against that person.
