§ 50.28 CONSTRUCTION AND DEMOLITION SITES; SPECIAL REFUSE COLLECTION.
   (A)   Construction and demolition sites. All construction and demolition contractors shall provide on-site refuse receptacles, bulk containers or detachable containers for construction debris and other trash which is capable of being moved or blown about by the wind and which is produced by those working on the site. All such materials shall be containerized by the end of each day, and the site shall be kept in a reasonably clean and litter-free condition. Construction debris and refuse deposited upon any public or private property as a result of construction or demolition shall be immediately removed by the contractor. Construction sites shall be kept clean and orderly at all times.
   (B)   Special refuse collection.  
      (1)   Every person engaged in the construction, repair or demolition of any building or structure, or part thereof, shall remove and dispose of, in an authorized manner from any street, alley, gutter, park, sidewalk, curbing, curb space, public way or premises all waste matter or refuse deposited thereon.
      (2)   The refuse shall be cleaned up, removed and disposed of in a sanitary manner within seven days of the final cessation of construction work on such buildings or structures, unless otherwise specifically authorized by the Public Works Director.
      (3)   No collection shall be made from vacant lots nor shall any large rocks, tree trunks, tree limbs of more than three inches in diameter or three feet in length or other heavy objects be collected by the garbage contractor. No waste building materials or lot clearings shall be collected from houses or other structures under construction or recently completed.
