§ 50.18 RULES AND REGULATIONS FOR RESIDENTS AND BUSINESSES.
   (A)   The following rules and regulations shall be observed:
      (1)   Garbage receptacles shall be made substantially of metal or plastic and shall be provided with a tight-fitting cover and strong handles. The covers shall be kept on the receptacles at all times, except when being filled or emptied. Nothing shall be placed in a garbage receptacle until it is thoroughly drained.
      (2)   No unauthorized receptacles shall be used for garbage or waste, and the waste collector shall be required to remove all such boxes and other wooden receptacles. All garbage receptacles must be properly constructed, maintained and covered at all times.
   (B)   Each resident and proprietor shall dispose of garbage and wastes in accordance to the rules and regulations of this chapter. No town employee shall assist in any way any resident or proprietor in the disposal of such garbage or wastes.
   (C)   The owners or agents, tenants or lessees of all residential units and commercial establishments shall be responsible for compliance with this chapter.
   (D)   It shall be unlawful for any person, corporation or other entity to bring any construction debris, business trash, garbage, hazardous refuse, household trash, industrial waste, litter, refuse, solid waste, yard trash or any other kind of trash or rubbish into the town from a point outside the town for the purpose of disposing of such materials the that the materials will become subject to pick-up by the garbage collector.
   (E)   It shall be unlawful for any person, corporation or other entity to knowingly permit the use of its receptacles or any other portion of his, its, or their property by any person, corporation or other entity for the disposition of any construction debris, business trash, garbage, hazardous refuse, household trash, industrial waste, litter, refuse, solid waste, yard trash or any other kind of trash or rubbish brought into the town from a point outside the town for the purpose of disposing of the materials such that the materials will become subject to pick-up by the town or its duly established garbage collector.
   (F)   The Public Works Director shall determine the need for size and number of any such receptacle according to commonly accepted standards, based on the quantity of refuse and the schedule of collection. The solid waste collector shall pick up no more than three solid waste receptacles and three recycling receptacles per dwelling or commercial business per collection day. Any dwelling unit or commercial business generating more than can be contained in three solid waste receptacle or three recycle receptacles between collection days shall use bulk containers.
   (G)   The owner, tenant, lessee or occupant of property using a rollout cart shall notify the town for cart pickup prior to their departure from that property.
