The approval of a service connection permit application shall be subject to:
(A) Compliance with all terms of this chapter, including, without limitation, § 51.056 above, and the rules and regulations of the Health Department and the MDEQ;
(B) The availability of capacity in the system, including compatible pollutant capacity; and
(C) Compliance of the plans and specifications for connection with the following standards for construction.
(1) The design, installation, and connection of the building sewer and service connection shall meet the specifications approved from time to time by the township and on file for public inspection at the township offices.
(2) (a) The building sewer serving only 1 dwelling unit shall not be less than 4 inches in diameter, nor less than 6 inches if serving other premises, and is subject to inspection by the Inspector at the time of connection to the service connection.
(b) In the event the inspection reveals a deficiency or nonconformity in the building sewer, the connection of the building sewer to the service connection shall not be completed or approved until the owner has corrected the deficiency or nonconformity to the satisfaction of the Inspector.
(3) (a) Whenever possible, the building sewer shall be brought to the building at an elevation below the basement floor.
(b) No building sewer shall be laid parallel to and within 3 feet of any bearing wall, which might thereby be weakened.
(c) The depth shall be sufficient to afford protection from frost.
(d) Where this minimum depth cannot be obtained, the building sewer shall be laid at a minimum grade of 1/4 inch per foot, sloping towards the service connection.
(4) (a) In all buildings in which any building drain is too low to permit gravity flow to the service connection, the sewage carried by the building drain shall be lifted by means acceptable to the township and discharged to the service connection.
(b) However, operation and maintenance of all interior lift pumps and injectors shall be the responsibility of the property owner.
(5) Where the public sewer system is more than 12 feet deep measured from established street grade, a riser may be constructed on the service connection using methods and materials approved by the township.
(6) All joints and connections shall be made gastight and watertight.
(7) (a) A separate and independent building sewer shall be provided for every building; except where 1 building stands at the rear of another on an interior lot and no private sewer is available or can be constructed to the rear through an adjoining alley, court, yard, or driveway, the building sewer from the front building may be extended to the rear building and the whole considered as 1 building sewer.
(b) Other exceptions will be allowed only by special permission granted by the township.
(8) (a) Connection of the building sewer to the public sewer system shall conform to requirements of the building and plumbing code, applicable rules of the county, and specifications for installation and materials prepared by the director of the township’s DPW and approved by resolution of the Township Board.
(b) Any deviation from the prescribed procedures and materials must be approved by the Inspector.
