§ 51.056 PERMIT APPLICATION.
   (A)   A connection to the public sewer system shall be made only by an authorized contractor or plumber upon written authorization and a service connection permit issued by the township.
   (B)   (1)   There shall be 3 classes of permits for connections to the System: Class I - Residential Users; Class II - Commercial, Institutional, and Governmental Users; and Class III - Industrial Users.
      (2)   In all cases, the owner shall make application on a form furnished by the township for a permit of the applicable class to connect to the system or storm sewer.
      (3)   The application shall be supplemented by the wastewater information as required by the township to administer this chapter.
      (4)   The City of Jackson may deny a connection permit for a Class III connection if the application shows that anticipated discharges will be harmful to the system or storm sewer, will violate the provisions of this chapter, violate the provisions of the City of Jackson Code, or in any other way will hamper the operation of the system or storm sewer.
   (C)   The permit application shall be accompanied by payment of the applicable connection fee determined in accordance with § 51.111, any civil penalty which has accrued pursuant to § 51.025 and the inspection fee, the plans and specifications of all plumbing construction within the premises (when requested), and all other information required by the township.
   (D)   (1)   The township may deny a connection permit if the application for a permit shows that anticipated discharges will be harmful to the system or storm sewer, will violate the provisions of this chapter, or in any other way will hamper the operations of the system or storm sewer.
      (2)   The township or its designee may require, as a condition to granting the permit, that the applicant enter into an agreement as set forth in § 51.086.
   (E)   (1)   The township shall not issue a connection permit for any applicant unless there is sufficient capacity, not legally committed to other users, in the system or storm sewer to convey and adequately treat the quantity and quality of wastewater which the required connection will add to the system or storm sewer.
      (2)   The township may allow the permit if there are legally binding commitments to provide the needed capacity, and the township has available capacity.
   (F)   Permits for major users shall be issued by the township or its designee pursuant to the provisions of Chapter 27 of the City of Jackson Code, but all applicable connection fees shall be paid to the township.
   (G)   A violation of a connection permit is a violation of this chapter.
