When a vacancy occurs in either a district or at-large Council seat and the person vacating the seat was not a member of a political party with precinct committee members, the replacement shall be chosen by County Council within thirty (30) days of the vacancy. If County Council fails to appoint a replacement within thirty (30) days, the County Executive shall make the appointment.
